Accounting Manager Job Description

Job Summary

Reporting to the Controller, the Accounting Manager oversees the payroll function and is also responsible for many aspects of the month end close process; including reviewing and preparing account reconciliations.  The Accounting Manager will work closely with the Controller and Assistant Controller to identify, design and implement solutions to improve efficiencies and customer service. 

Essential Duties/Responsibilities

All Areas:

  • Participate in the continuous assessment of payroll and month end close processes and procedures, and process re-engineering, to improve efficiency, effectiveness and customer service.
  • Identify and implement best practices relating to payroll and month end close.
  • Provide exceptional customer service; establish and maintain collaborative working relationships with all areas of the college.
  • Fully utilize technology in the design and delivery of services.

General Accounting:

  • Together with the Assistant Controller and GL Accountant, ensure that the monthly, quarterly and year end close process is complete, accurate and timely.
  • Prepare or review account reconciliations and analyses; monitor budget to actual variances.
  • Responsible for annual audit schedules and inquiries for areas of responsibility.
  • Assist in annual budget process.

Payroll:

  • Manage all aspects of multi-state, weekly and semi-monthly payroll processing, including compliance with federal, state local laws, college policies and the college’s three collective bargaining agreements.  Collaborate with HR and Academic Affairs offices as necessary.
  • Process payroll, if necessary, as a backup to the payroll staff.
  • Review semimonthly payroll for adjunct faculty.
  • Ensure compliance with 403b plan for employee and employer contributions; Responsible for annual 403b plan census and audit, in collaboration with HR.
  • Oversee procedures and reporting that support Affordable Care Act compliance.
  • Lead the implementation of additional payroll solutions, such as ADP Self Service and Time and Attendance.
  • Prepare payroll related budget schedules and ad hoc reports as requested.
  • Prepare compensation schedules for Form 990, MA PC and other state regulatory reports.

Staff Supervision:

  • Manage assigned staff; exercise full supervisory authority directly and indirectly over staff; hire and train new staff; confer regularly with staff to plan, coordinate and evaluate activities/projects; assign and review work; assist with difficult or unusual tasks; investigate and resolve problems; evaluate job performance.
  • Work closely with staff to improve existing or introduce new skills and processes, where necessary.  Identifies training needs of staff and recommends solutions.

Other Duties/Responsibilities

  • Performs special projects (financial and other) as requested by the Controller.
  • Attend meetings and functions on committees as assigned.
  • Drafts and updates departmental policies, procedures and forms as needed.
  • Travel to other Regional Centers may be required.

Education and Experience

  • Bachelor’s Degree in Accounting, Finance or Business required. Master’s degree or CPA a plus.
  • 3-5 years of experience in multi-state payroll and general accounting
  • Supervisory experience required. 
  • Experience with ADP required.
  • Must be proficient with Excel at an advanced level.
  • Experience in Higher Education preferred.
  • Understanding of and experience in non-profit accounting preferred.
  • Experience with Microsoft Dynamics SL or GP, Jenzabar preferred.

  • Ability to maintain strict confidentiality and discretion required.
  • Solid analytical and organizational skills, accuracy and attention to detail are a must.
  • Must be able to effectively handle multiple tasks, duties, responsibilities and shifting timelines while meeting deadlines.
  • Takes initiative and has strong sense of ownership for assigned work functions; ability to work independently and as a team member.
  • Ability to interpret/enforce policy and procedural questions; ability to problem solve, recommend and implement solutions.
  • Excellent interpersonal and written and oral communication skills required.
  • Creates collaborative relationships with other departments.

Physical Effort Required

While performing the duties of this job, the employee is regularly required to sit. The employee is frequently required to use hands to finger, handle or feel; reach with hands and arms; and talk, hear, and effectively communicate with others in person and in writing. The employee is required to be mobile. The employee must be able to occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job include the ability to see others and read documents.  This job requires the employee to spend lengthy periods of time performing computer assisted work.
